Measure definition

Time from filing to hearing

The interval between the dispossessory being filed and the case being heard, for cases that reach a hearing. It is largely a measure of court calendar capacity rather than anything a landlord or vendor controls.

This is the stage owners most often blame vendors for and the stage vendors least control. Publishing it separates court-driven delay from operational delay, which is the only way to have an honest conversation about cycle time.

How it is computed

Population
Cases with both a recorded filing date and a recorded hearing date.
Measure
Calendar days from filing to first scheduled hearing.
Reported as
Median and interquartile range by county. Continuances reported separately rather than folded in.
Cut by
County, and contested versus uncontested where recorded.
Suppression
Counties below the disclosure threshold are grouped or suppressed.

What this measure does not tell you

  • Excludes cases resolved by default, which never reach a hearing
  • First scheduled hearing, not final disposition
  • Court calendars change with staffing and volume; historical figures do not predict current ones
